Fines/Bills: Reinstate fines

Set this option to "YES" if you want to enable authorized Circulation staff to reinstate system-generated fines already marked as paid. When this option is enabled, the system displays the Reinstate Fines button in the Paid Fine Display dialog box, and staff authorized for permission 314 (Reinstate Fine) can reinstate fines that are system-generated (and not manual fines or adjustments). If you set this option to "NO," the system does not display the Reinstate Fines button and staff cannot reinstate fines already marked as paid.

This option enables the Reinstate Fines feature.
