Fines/Bills: Charge fines for hours library closed

This option determines whether or not the system includes hours that the library is closed when calculating an overdue period.

If this option is set to "YES", the system includes hours that the library is closed when calculating an overdue period.

If this option is set to "NO", the system excludes hours that the library is closed when calculating an overdue period.
