Check-In: Authorization required to backdate check-ins

The library may separately password the ability to backdate a checkin.

If this option is set to "YES," a user must be assigned permission 96 (Override check-in date) to backdate checked-in items.

If this option is set to "NO," then no additional authorization is required to backdate checkins.
