Fines/Bills: Authorization required to collect

The library may separately password the ability to collect fines.

If this option is set to "YES," a user must be assigned permission 95 (Collect fines) to choose the Collect Money button when collecting money at checkin or any other time.

If this option is set to "NO," then no additional authorization is required to collect money.
