AVS automatic quote insertion

Setting this option to "YES" allows libraries to automatically put quotes around a search string containing the string "not" but not the string "and not". This setting allows libraries to search on titles such as the book "Bud not Buddy" without having the string "not" interpreted as a search modifier by the system.
